Why startups condense in America

Paul Graham has an interesting article about reasons why there are so many startups in US (well, unsurprisingly, he uses "America" referring to USA). The list includes items such as allowing immigration, being a rich country, not being (yet) a police state, good universities, freedom to fire people (!), and so on.

These a valid points that differentiate USA. But I wonder what comes first. Are these points the result of increased entrepreneurship, or has the trend to start companies been ignited by these conditions?

Reading this article, I get the feeling that India has a long journey ahead before becoming a country of startups and innovation. But given new preconditions, other than those enumerated in Paul's article, could they become a technology driving force sooner than we think? I can't tell. But as a technologist, I must keep an open mind watching other countries getting more and more involved in the field that brings food to my table.
